I looked for this a while back and found only Perl libraries.  Since I didn't want
to build a business initiative on that basis, I ended up coding it myself.
Not in open source, so I cannot help you there.

It's a bit sad, there are experiments for EPP support in Python and Ruby, but
none of them looks very stable or self-certain yet.
