No, actually the "Publish" state comes after the "waiting for ds-seen"
state. Publish is a delay to make sure all DNS-servers have been updated
with the new key. You'll have to wait for a bit.

If you issued the command 'ods-ksmutil key list' you will be able to see
when the transition to the next state will occur.
