[Opendnssec-user] Auditor now mandatory for OpenDNSSEC?

It was dropped because it was not working correctly. That was done in r2149 and included in 1.0.0b2.

I fixed that issue now, so the --disable-auditor is back again in r2352.

Remember that the Audit tag is still present in the kasp.xml file.
