#177: ods-control stucks if enforcer is dead

Comment(by sebastian@…):

 Hello Rick,
I'm aware the PID has some limitations, but there is also some use cases
(Ondrej described them well in the mailing list). In some cases, like a
unattended shutdown, being stuck will cause a pain not attention. I felt
tempted to loop on the PID and check if it was running or not, the problem
is the flags available for ps varies from SO. In Linux is easy to use ps
-p PID, but doesn't work that way in Solaris or FreeBSD.

I actually encountered the problem: I upgraded from 1.1.0 to the trunk
version (that seems to be 1.1.2 now) and forgot to migrate the KASP DB.
Enforcerd complained with "ERROR: database version number incompatible
with software; require 2, found 1. Please run the migration scripts" and
 left the PID file behind.

So I tripped on the problem and tested a way to go around it, it worked in
 my case.

 cheers, Sebastian
