Oh, this is trying to mix "modern BIND" with OpenDNSSEC?

This could then be an instance related to

  https://issues.opendnssec.org/browse/SUPPORT-242

which is OpenDNSSEC which fails to skip over the cookie option
newer BIND now sends.
