[Opendnssec-user] upgrade debian Jessie to Stretch: database trouble

There are two issues
- <Interval> element in the enforcer section is depricated. Later
versions will reject a conf with this element.
- In the <Signer> section <PidFile> and <SocketFile> somehow trip the
parser. If I comment those out it works fine. (The signer will use the
default paths instructed compile time, likely the same in this case)
I don't know what caused the latter but I'll look into it because it
looks like a bug.
