As others have pointed out it's not possible with a single instance of
ODS. However, have you fully thought it through? Is this really what you
want?
Typically split-view DNS is used to differentiate betweeen the local
users and remote visitors. In small networks this DNS-server is usually
the only dns-provider on the local network. If you don't have second
server to do the validation there is no point in using DNSSEC.
