Yes, the value is hardcoded, but you can lower the verbosity after the
start as a workaround.

My statement about the ods-control script was valid for some version
ago, but now you are right. This value has moved from ods-control to
ods-signer. The ods-control started the ods-signerd by itself before,
but now only calls "ods-signer start"
