[Opendnssec-user] running the signer without signerd

Then you need an external program that is able to read the policy file
and translates that into calling the signer engine on the right time
(which should than ran as a daemon itself). Now, the signer daemon takes
care of that.

Also, the enforcer must be able to kick someone, if necessary.
