tl;dr: I'm with Sion

There is not functional difference in using another distribution,
therefore fine to leave it as an implementors choice. Lets have jitter
as the parameters to whatever function is used.

My motivation: The weight distribution of the algorithm used has *no
effect* on any of the timing decisions. The min and max values of the
algorithm *do* in fact influence the rollovers.
