[Opendnssec-develop] Multithreaded Enforcer issues before we can merge with trunk

I'm off work Friday and Monday, please comment on the things I've sent
and unless there are issues I will merge the code on Tuesday (unless
someone else does it) and we can release 1.4.0b1 (right?).
