[Opendnssec-develop] Reloading zonelists into the signer engine

I found that it can already do "ods-signer update" with those semantics.

What remains then is the question if it is considered a good idea to invoke
that after "ods-ksmutil update zonelist" and "ods-ksmutil update all" or
if this should be left to the surrounding utilities.
