 When installing, via the regression/linux path, it complains when trying
 to configure the enforcer as it can not find the libraries from libhsm.
 e.g.
 {{{
 cd regression/linux
 make
 # make errors

 cd obj/enforcer
 make && make install
 cd ../..
 make && make install
 }}}

 This then works.
