[Softhsm-develop] Release of SoftHSM 2.1.0

Hi

Version 2.1.0 of SoftHSMv2 is now ready to be released. Could someone with
access help me with this?
* Merge #197 for setting the new version number
* Set the release date in NEWS
* Tagging and branching
* Build and release the tarball with signature

I can update the website and send an announcement to the mailing list.
