 The ods-signerd never talks to the KASP database. But ods-enforcerd have a
 lock on it. And it could be that it is being blocked while calling e.g.
 "ods-signer update <zone>".

 So the blocking of the KASP database is an side effect of the blocking in
 ods-signerd. The question is why it is deadlocking.
