[Opendnssec-develop] Signer Enforcer Communication

Today Matthijs and I figured out how the Signer should interpret the
Enforcers output. It seemed like a good thing to document for future
developers/us. Here it is. Will stick it somewhere on the dev wiki tomorrow.
