 I used an apostrophe in my policy Description:

 <Description>olaf's .org zones</Description>

 that caused the following (looping) error when running ods-ksmutil update-
 all


 Error: unable to insert policy org-nsec3; skipping
 ERROR: error executing SQL - You have an error in your SQL syntax; check
 the manual that corresponds to your MySQL server version for the right
 syntax to use near 's .org zones')' at line 1
