#199: Issues when removing a zone from signing

 There are two issues to note, one minor and the other more important.
 In the attached file you will find a script of activities involving the
 srs.net.nz zone in a testing environment.

 The minor issue is when you try to delete a zone a warning is printed:
 "ERROR: error executing SQL - no such column: STATE". For context see the
 file attached.

 The more relevant issue is when you try to add for signing a zone that has
 been previously deleted. The KSK follow the normal flow, but the ZSK don't
 progress.
