 Zone updates seem to get ignored, because signatures and serial are being
 refreshed and updated. However, no ods-signer sign zone command is given.

 But the signer should not pick up the input serial when resigning. That
 could have changed in the meantime.

 Instead, the signer should store the input serial and access it when
 needed. Only when reading the unsigned zone again, the input serial shall
 be updated.
