Hi,

On bugreport #113: zone fetcher can't bind udp/ipv4 socket: Permission
denied.

During IEFT77, we have talked about that this is not only an issue when
starting the engine, but also with restarting. Several believed that
restart should actually be stop and start. There are a couple of nasty
hacks I can do in order to check if we have the right privileges to
restart (so that we don't successfully stop the daemon, but are unable
to start it again).

With this knowledge, I want to propose to drop the restart command, as
this is cleaner in code, and there is no loss in functionality because
you can do the same with stop && start.

Any objections?
