[Opendnssec-develop] Partial auditor spec and implementation

Hi - 

I've added a spec for the partial auditor here :

The implementation is now in trunk. To use it, simply add :

<Audit><Partial/></Audit>

to the appropriate policy in kasp.xml.

You will need the newly released dnsruby-1.44.

Please let me know of any issues with either the specification or the 
implementation.
