[Opendnssec-develop] Enforcer refers to old command

Hey,

In ODS1.1.0 the enforcer refers to "ods-ksmutil key ksk-roll", but I think that should be "key ds-seen" right?

Jun 25 12:13:14 DEVELOPER15 ods-enforcerd: WARNING: KSK Retirement reached; please submit the new DS for ods and use ods-ksmutil key ksk-roll to roll the key.
