 This would be quite a big change, but I understand the use-case.

 I never really thought about the "one policy per customer" model; when
 those policies are identical in every way.

 It is not impossible, but it is a fair amount of work as it changes some
 of the underlying assumptions within the enforcer.

 So if we want this then other features will slip.
