 Eh...I can't recreate this problem too. Today I rebuild the code(version
 rc2), change refresh let it different than resign, everything goes well,
 each time signer runs, it create several new rrsig.

 Then I roll refresh back to its previous value, signer runs well too.

 So maybe it's all my fault did something not right. Sorry for bothering
 you. New Year's disturbance.

 BTW, will signer support ixfr?
