Comment:

 The transition to active occurs when the ds-seen command is run. We have a
 choice; either we log this message at that time, or when the key moves
 from retire to dead to indicate that the rollover is complete.

 My preference is for the latter as the former is already a manual process;
 but I am happy to code it either way.
