 The script ods-control can cause problems if it is used to start/stop
 OpenDNSSEC too quickly.  Also, it is a suitable place for enforcer
 subcommands start/stop/notify.

 The attached patch makes that update.  We propose its inclusion in
 forthcoming versions of OpenDNSSEC.
