 The zone_fetcher can kick the signer, and when it does, it invariably (and
 usually incorrectly) reports "zone fetcher could not kick the signer
 engine to sign zone".  This is only a slight irregularity, and it is
 easily fixed with the patch attached.  The patch ensures the correct
 return value from ods-signer.
