 Ok, my ZSK was using 7 (and all other RRSIGs are 7 too). It seems that the
 change to the policy was being ignored by 'ksmutil update' - I have to do
 a 'ksmutil setup'. Maybe this is a silly thing to do though.

 Feel free to close if you think this is user-error.
