I'd imagine that 100'000 fstat from time to time is as cheap as  
reading 100'000 times X lines of XML config.

yes the enforcer can still write the zonelist, but it wouldn't need to  
be rewritten at every change (just for zone add/delete). I'm just  
suggesting keeping the actual list of zones separate the policy file  
(kasp.xml).
