[Opendnssec-develop] Rollover warnings

Morning,

I've written the code to issue warnings of impending rollovers. However we
do not currently have any way of saying how far in advance we want a
warning, if at all.

I think that we need a tag in the kasp.xml KSK or ZSK sections, so that it
can be different or turned off based on the keytype.

Also, do we want to warn every time the communicator runs (until the
rollover is performed) or just once? Or should this be configurable too?
