[Opendnssec-develop] libksm integrated into the enforcer

hi,

after discussions with sion, jelte and rickard; I've now integrated  
libksm into the enforcer and yet another separate library and  
associated headers bits the dust. libhsm is still separate and due to  
its rather low complexity, I'd like to keep it that way for now.
