because it wasn't there, the signer engine also installs a conf.xml.sample,
based on an conf.xml.sample.in file so a few default paths are filled in with
configure values. If you haven't written it yet you could take that one. The
place to put this in the end imo is the 'big' configure/install script for the
whole project (which doesn't exist yet).
