 We only stop keys from going active, because until then losing it is not a
 problem. So you should be prepared to backup all keys that have not been
 backed-up... regardless of their state.

 The idea is that you do not want the whole system to do nothing because a
 backup has not been run. I wouldn't like to change this behaviour, and the
 code in trunk makes no assumption about the key state.
